We are Community Paralegals. This is not a profession, a specialty, a diagnosis, or a social label – it is a calling!
Internationally, people like us are known as paralegals. Much like paramedics provide first aid (sometimes emergency care) to victims, we provide primary legal aid (information) necessary for a person to resolve their problematic situation.
We are active residents of communities in all corners of Ukraine who are not indifferent to the situation in their community, region, or country. We are ready to help other people resolve difficult (and not so difficult) life circumstances and are constantly seeking new knowledge – for our own development and the development of our communities.
We do not have a law degree, but we have passed special training on basic legal issues and received relevant certificates.
Our main value is the Human Being, and the protection of their rights and freedoms. We are happy when we see the results of our activities: the changes created by our efforts and the people we have been able to help.
This is exactly what gives us wings and motivates us not to stop in the face of difficulties.
A Community Paralegal is someone who knows how the justice system works, knows which legal aid providers exist, and understands which institution people need to contact to receive professional legal services as quickly and efficiently as possible.
We carefully analyze the existing legal problem and redirect (refer) the person to a competent service or institution, or provide legal information that will help the person solve the problem on their own.
Representatives of local authorities who need tips on reform processes, decentralization, communication, etc., can also turn to us for advice and assistance.
Community Paralegals can initiate and implement positive changes in their communities, as well as receive support from donors, the state, and the community itself.
In regional centers and large cities, the level of access to professional lawyers is quite high and continues to grow, as educational institutions graduate hundreds of new legal specialists every year.
At the same time, remote mountain villages, small settlements, “dying” rural areas, vulnerable and closed communities, low-income citizens, etc., often do not have free access to professional lawyers from state or non-governmental legal aid providers.
In addition, another obstacle to access to justice for such people may be the inability or unwillingness of lawyers to communicate with difficult or low-income clients, arrogant attitudes towards people, the pursuit of financial gain, complex legal terminology, etc.
Community Paralegals are closest to the people and live with them in the same environment. They speak a clear language, understand the difficulties and problems, are actively involved in community life, and perform their functions free of charge.
In many countries, the history of the establishment of the paralegal institute spans over 50 years! Indonesia, Zimbabwe, Kenya, Hungary, England, the USA, Canada, Australia, Nepal, Japan, South Korea – this is far from a complete list of states where paralegals work successfully alongside professional lawyers, ensuring the primary link of access to justice at the local level.
In the vast majority of countries, community paralegals do not receive monetary compensation for their activities, but they gain authority and popularity in their community because they possess knowledge, are a source of reliable information and effective contacts, and are able to explain the possible consequences of a person’s actions based on the acquired system of knowledge and a broad worldview.
As part of their community, they continue to learn, travel, strengthen their capabilities and knowledge, and receive the necessary information materials, technical support, direct access to leading experts, and contacts of specialists.
The first community paralegals in Ukraine began their activities at the end of 2017 with the support of the expert community and the International Renaissance Foundation.
November 26-27, 2018: The First Forum of Community Paralegals took place, where the first Memorandum of Cooperation between community paralegals of different training cohorts was concluded and signed.
November 28, 2018: The international conference “Community Paralegals in Ukraine” was held.
July 23, 2019: An open discussion “Trends in Communities: The Experience of Community Paralegals” took place, where paralegals from different regions presented their successful cases.
August 2019: During the Summer Camp of Community Paralegals, the Constituent Assembly of the Organization was held, where representatives from different regions of Ukraine were delegated to found a non-governmental organization (NGO).
Founders: Vasyl Borozdin (Shostka, Sumy region), Lidiia Chernyha (Bilyky, Poltava region), Maryna Kopachevska (Stari Kodaky, Dnipropetrovsk region), Oleh Karpenko (Pervomaisk, Mykolaiv region), Olena Chudinovich (Zdolbuniv, Rivne region), Olha Radionova (Kakhovka, Kherson region).
Olha Radionova was elected as the Head of the Organization and delegated to carry out registration actions.
September 30, 2019: The NGO “Association of Community Paralegals of Ukraine” (ACPU) was registered.
November 23-25, 2019: The Second Forum of Community Paralegals was held.
November 26, 2019: Public presentation of the activities of community paralegals for 2017-2019.

Western Region: Ihor Sviatyi (Pochapyntsi, Ternopil region)
Southern Region: Iryna Ostrovska (Pervomaisk, Mykolaiv region)
Northern Region: Tetiana Serhiienko (Chernihiv, Chernihiv region)
North-Western Region: Tetiana Tulchii (Vinnytsia, Vinnytsia region)
Eastern Region: Alla Anishchenko (Kharkiv), later – Olena Khomych (Lysychansk, Luhansk region)
Central Region: Maryna Redchenko (Stari Kodaky, Dnipropetrovsk region)
November 2019: The General Meeting of members was held; regional coordinators were approved, and Vitalii Furmaniuk (Kryvyi Rih) was elected as the Head of the Organization (changes were not entered into the state register).
February 2020: An extraordinary General Meeting was held, and Anatolii Levchuk (Baiv, Volyn region) was elected as the new Head of the Organization.
June – September 2020: The community, together with the “Makitra” initiative, organized the process of preparing the Strategic Plan of the Organization for the period up to 2023.
September 12-13, 2020: A meeting of partners and friends of the ACPU was held to strategically plan the main directions of the organization’s development.
December 26, 2020: The Third (online) Forum of Community Paralegals took place.
Late 2020 – Early 2021: Under the guidance of expert Olena Matviichuk, the first training and mentoring program “Community Paralegals” was implemented in an online format (8th training cohort).
April 2021: Regional meetings were held in all 6 branches of the organization, joined by over 100 community paralegals.
August 13-15, 2021: The Second Camp of Community Paralegals took place in the Carpathians, attended by 31 paralegals from various regions of Ukraine.
June – October 2021: Preparation of the Fundraising and Communication Strategy of the ACPU, accompanied by expert Ruslan Kraplych (representative of the Princes-Benefactors Ostrozky Foundation).
The ACPU develops Ukraine as a rule-of-law state and implements democratic changes in communities by building a capable community of community paralegals.
The ACPU is a recognizable, authoritative organization in Ukraine and is recognized in the global paralegal community. We are invited for representation, exchange of experience, and cooperation.
Community paralegals take an active social position in community life and organize legal awareness campaigns for citizens.
Community paralegals unite citizens, authorities, the community, and business for the coordinated solution of common problems and the use of existing opportunities, attracting resources for the implementation of local initiatives.
Residents of communities where paralegals work are aware of their rights, understand their leverage, are united, and resolve issues exclusively by legal means.
The ACPU is an institution for improving the qualifications and competencies of community paralegals.
A powerful network of community paralegals has been created, with a constant exchange of experience and dissemination of algorithms for resolving legal issues.
Community ACPU is people united by common values to achieve a single goal, helping and supporting each other in implementing democratic changes in communities.
Respect for Human Rights We promote the protection of rights and freedoms through legal awareness activities in communities and the development of a culture of resolving issues exclusively by legal means.
Independence ACPU is a self-sufficient community, free from bias and prejudice in its actions.
Patriotism Members of our community translate their civic feeling of love for Ukraine into action and act in its interests.
Calling Every community paralegal realizes their inner drive for the development of their community through active participation in its life and raising the legal awareness of its residents.
Transparency and Openness Our community is open to cooperation; we recruit and train new community paralegals, and access to the organization’s life processes is open to every participant.
Громадські радники – це активні та небайдужі мешканці громад, які готові допомагати іншим людям знайти шляхи вирішення їх проблем та потреб.
Вони добре знають, як працюють державні органи та система правосуддя, які існують провайдери правової допомоги, та розуміють до якої інституції необхідно звернутись людям, щоб найшвидше й найякісніше отримати професійну правову послугу.
Вони не мають юридичної освіти, проте пройшли спеціальне навчання з базових правових питань, отримали відповідні свідоцтва, а також постійно шукають нові знання – для власного розвитку та розвитку своїх громад.
За кордоном їх називають параюристами: проводячи паралель з парамедиками – медичними працівниками, які надають першу (іноді екстрену) допомогу постраждалим, адже ми також надаємо першу правову допомогу (інформацію), необхідну людині для вирішення її проблемної ситуації.
Сьогодні в Україні діє більше 150 громадських радників. Це динамічна та зростаюча мережева спільнота, об’єднана громадською організацією “Асоціація громадських радників України”.

Громадські радники не надають правових консультацій. Їх головними функціями є:
Громадські радники виконують свої функції безкоштовно.
Але це не означає, що вони надають послуги низького гатунку.
Хоча діяльність громадських радників не є “професійною” у вузькому розумінні цього слова (тобто не може бути охарактеризована набором певної сукупності професійних завдань та обов’язків, які виконують вони виконують, а також не є джерелом матеріального забезпечення), вони мають достатньо знань, навичок, досвіду та інших ресурсів для того, щоб детально розібратися у проблемах людини, та порадити можливі шляхи їх вирішення.
Основною мотивацією для них є реалізація свого покликання – допомагати іншим людям та змінювати життя своєї громади на краще. Крім того, вони набувають авторитету та популярності у своїй громаді, адже володіють знаннями, є джерелом достовірної інформації та дієвих контактів, здатні пояснити можливі наслідки дій людини, спираючись на отриману систему знань та широкий світогляд.
Громадські радники пройшли навчальну програму, розроблену групою провідних українських експертів-практиків у 2016 році з урахуванням міжнародного досвіду навчання параюристів та розуміння стратегічної ролі громадських радників – фасилітації життя в громадах та інтеграції сервісів у громади.
Серед авторів програми: практики з державної системи надання безоплатної правової допомоги, представники громадських організацій-провайдерів правової допомоги, правозахисних громадських організацій, соціальні працівники, експерти з ґендерних питань та протидії дискримінації, а також куратори юридичних клінік.
Обсяг навчальної програми – понад 90 навчальних годин (три модулі по три з половиною дні кожен).
Перший навчальний модуль об’єднує тематика «Права людини».
Учасники вивчають базові знання щодо концепції «права людини», і мають розуміти, яким чином ідентифікувати порушення прав людини, як діяти у випадку порушень прав людини.
Окрім того, учасники отримують розуміння, що таке дискримінація, якими є її види, отримують навички щодо формування бюджетного процесу та інструменти впливу на владу. Базові знання щодо найбільш актуальних
правових питань для громад, зокрема, щодо захисту прав споживачів, розуміння обставин та наслідків укладання контрактів, у тому числі, кредитних та онлайн купівель, учасники програми опановують онлайн.
Другий тематичний модуль «Зміни в громаді» стосується опанування цілого набору інструментів, які можуть бути використаними для впливу
на можливості вирішення проблем в громаді. Зокрема, серед тематичних
блоків модулю є блок про те, як дізнатися, які проблеми в громаді
є пріоритетними, яким чином управляти змінами в громаді, як ініціювати та організовувати адвокаційні кампанії, як комунікувати в громаді, знайомство з можливостями відновних практик у громаді та опанування навичок медіаграмотності.
Третій тематичний модуль «Системні зміни через співпрацю» включає блоки безпеки в громаді, критичне мислення, інформаційну безпеку, розуміння того, як протидіяти домашньому насильству, а також планування діяльності в громаді на найближчий час.
Між модулями учасники та учасниці навчання виконують домашні завдання, які є практичними і побудованими таким чином, щоб після їхнього виконання майбутні радники розширили коло своїх контактів у громаді.
Сьогодні в Україні діє більше 150 громадських радників практично у всіх куточках України.
І якщо ви ніколи не чули від сусідів, друзів чи знайомих про громадських радників та їх діяльність, скоріше за все, це означатиме, що поки у Вашій громаді такої людини немає. Адже інформація про активних, ініціативних та дієвих людей розноситься серед мешканців невеликих громад дуже швидко.
Щоб перевірити чи є у вашому селі/селищі/місті активний громадський радник – скористайтеся цим сервісом, який дозволяє переглянути інформацію про всіх радників у вигляді списку або карти, а також знайти радника за певною сферою діяльності чи областю.
